Confirmation Letter from Lands in Lieu of Consent (if applicable).
Letter of supervision from COREN registered engineers for the structural drawings.

Obtaining a development permit or getting your building plan approved is a fundamental part of constructing a building in states across Nigeria, especially in Lagos State. One of the biggest mistakes one can make as regards construction of a building in Lagos is to commence without building plan approval or building permit from the government. This will lead to unnecessary interruptions or halting of the construction project by government officials and you will be fined. This is a 5-step guide to get your building plan approved in Lagos State. Also included are tips on avoiding bottlenecks in the building approval process.
How to Get Building Plan Approval in Lagos State

The Lagos State Physical Planning Permit Authority (LASPPPA), a parastatal under the Ministry of Physical Planning and Urban Development is in charge of Development Permit in Lagos State. Your land must have a Certificate of Occupancy (CofO) before your building can be assessed by the appropriate authorities.
Step One: Get Architectural Drawings, Building Plan and Survey Plan

Contact a certified architect that is aware of Lagos State building plan approval peculiarities to prepare a design and plan for you.
Tips:

Ensure that the rooms are cross ventilated.
Room sizes must not be less than 3m x 3.6m.
Ensure that the scaling is properly done.
Use legible lines.
Step Two: Get Demand Notice from the District Officer and Make Payment

Send your architectural drawings, building plan, title documents and survey plan to the district office for assessment and vetting after which it will be marked for approval. After getting an official government assessment and endorsement of your design, you'll be required to pay a fee which is calculated based on your proposed design. Pay the fee at the bank. Carefully read and follow the instructions on the Payment Advice.
Tips:

The Payment Advice contains the Revenue Code and Agency Code that you will use to fill the bank teller.
Avoid paying into a wrong account or using a wrong code
Avoid time wastage due to the issuance of a receipt.
Paying cash is faster than paying with cheques.
Use any bank with fast internet connectivity.
Step Three: Confirmation of Receipt at the Accounts Department of the District Office

The accountant at the Physical Planning office will log on to LASG system to confirm your payment.
Tip:

Don’t wait until last minute to confirm your receipt because internet connection might be slow or unavailable.
Step Four: Inspection by the District Office

A team from the District office will inspect your site to be sure that your land and other attributes of the building corresponds to what you have in the documents you presented. The Site Inspector, Charting officer, Architect and Site Engineer will write their reports. A difference in land size or other attributes presented on the plan and the actual land attributes could lead to problems.
Tips:

Clearly indicate the beacon numbers as shown on the survey plan on block work on the site. 
Monitor them so that they don't visit the wrong site.?
  • Getting a building plan approval is an indication that the building complies with building laws and regulations. Besides, it is evidence to proof that appropriate authorities or agencies are aware of such construction.

  • Therefore, obtaining a Development Permit from the Lagos State Physical Planning and Development Authority (LASPPDA), a parastatal under the Ministry of Physical Planning and Urban Development is the very first step to take when you want to start building in Lagos state. To do otherwise, may attract the wrath of government monitoring agency, especially the Lagos State Building Control Agency, (LASBCA).

  • Among other objectives, LASBCA was established to ensure that all building construction works are carried out according to specification and thorough drawing detailing according to minimum standard stipulated by Building Codes.

  • So, it is expected that stakeholders get building approval before mobilizing to site; and adhere strictly to them while construction is going on.

  • 5 sets of Architectural drawing
  • 5 sets of structural drawings and calculation sheets
  • 5 sets of Mechanical and Electrical drawings (If applicable)
  • Letter of supervision from COREN registered engineers for the structural drawings.
  • Certified true copy of Title Document (Certificate of Occupancy, Registered Conveyance, Governor’s Consent, Letter of Allocation)
  • Confirmation Letter from Lands in Lieu of Consent (if applicable)
  • Clearance Letter from L.U.A.C. (if applicable)
  • Clearance letter from Housing, Fire, Transportation and Drainage (if Applicable)
  • Copy of Confirmation letter from NTDA (if applicable)
  • Copy of Demand notice for current year ground rent (if applicable)
  • Evidence of payment of ground rent (if Applicable)
  • Soil Test report (if applicable)
  • Environmental Impact Analysis Report (if applicable)
  • 5 Copies of Survey Plan and 1 original
  • Tenement rate receipt, Land Use charge or sworn affidavit in lieu of tenement rate
  • 2 Passport Photograph of Applicant(s)
  • Electronic tax clearance of applicant (with copy of last payment receipt for tax).
  • Two directors tax clearance (if applicant is company name)
  • Copy of certificate of incorporation (if applicant is company)
  • Copy of most recent company tax clearance
  • Evidence of Pay as You Earn of company
  • Development Levy receipt
  • Evidence of payment of assessment fees
  • Site Photograph
  • The type of documents you will be asked to produce will depend basically on the kind of building you are planning to build. For instance, if you are looking at a 3-bedroom bungalow, you may be required to produce only the Architectural Drawings, Survey Plan, Title Document, Tax Clearance, Development Levy and some others. But, if your building is about 10-storeys, then be ready to produce more documents from the list above.

  • Meanwhile, if all your documents are complete, then there is no further delay in the approval processes, although  the period of time for getting the final approval usually varies with the type of building. The duration for a bungalow would be different from that of a 10-storey building. However,  the approval processes would normally take about 60 days, barring all odds.

  • To start with approval process, you must propose a building plan (Architectural Drawings) stipulating the kind of house you want to build. This is what you or your representative would present at the town planning office nearest to the location of the proposed building.
